Aim and Scope
In common the collective of the magazine realizes the following tasks: The journal team collaborates to solve the following tasks:
- Generalization, analysis, forecasting, structuring and sharing of the main scientific research results in the field of international and regional economy, international trade, commodity markets and services;
- Publication of articles and analysis findings on the most topical issues of international trade, customs affairs, examination of goods;
- Providing information support to scientific research development in the sphere of international integration, trade and economic relations;
- Development of cooperation of local and foreign researchers working in the sphere of the world economy, economic integration, trade policy;
- Mainstreaming of young scholars into science development.

Open Access Policy
"Oncological Coloproctology" («Onkologicheskaya koloproktologiya») is an open access journal. All articles are made freely available to readers immediatly upon publication.
Our open access policy is in accordance with the Budapest Open Access Initiative (BOAI) definition - it means that articles have free availability on the public internet, permitting any users to read, download, copy, distribute, print, search, or link to the full texts of these articles, crawl them for indexing, pass them as data to software, or use them for any other lawful purpose, without financial, legal, or technical barriers other than those inseparable from gaining access to the internet itself.

Peer-Review
A blind peer review method is mandatory for processing of all scientific manuscripts submitted to the International Trade and Trade Policy Editorial Board. According to this method, authors never know who reviews their manuscript, and receive remarks signed by the executive secretary.
The Editorial Board reviews only those manuscripts that have not been published or submitted for publication elsewhere. The author is fully responsible for the scientific content of the article, citations, quotes, and references, as well as for copyright observation by third parties.
1. When submitted to the Editorial Board, manuscripts are primarily reviewed for relevance and compliance with the formal requirements. If the manuscript is irrelevant to the subject, it shall be rejected, and the author shall be notified. A manuscript formatted without compliance with all rules are returned to the author for further rework.2. Members of the Editorial Board and invited reviewers — leading Russian and international experts that have relevant papers published over 3 recent years — shall perform reviews. Reviewer's academic degree shall not be lower of that of the Author. Specialists working in the organization where the paper had been prepared, shall not participate in reviews.
Reviewers are selected by the Editor in Chief, Deputy Editor in Chief, Science Editor, and Managing Editor. We aim to limit the review process to 2-4 weeks, though in some cases the schedule may be adjusted at the reviewer’s request.
3. Every paper is submitted to 2 reviewers. The reviewing process shall be anonymous both for the reviewers and authors. The reviewing process shall be condifential. Disclosure may take place only upon the reviewer's application regarding invalidation or falsification of materials in the paper. The reviewers shall be informed that submitted manuscripts are privately owned by the authors and not subject to disclosure. The reviewers shall not copy any manuscript for personal purposes.4. Any reviewer may refuse to proceed the reviewing process in case of an explicit conflict of interest that may affect perceptio and interpretation of the manuscript.
5. The review shall impartially assess the manuscript and contain the comprehensive analysis of scientific and methodological strengths and weaknesses thereof. The reviewer shall: assess the relevance of problems stated and scientific novelty of the material; determine whether the author solves the problem; describe the significance of the results; assess the correctness and accuracy of definitions and formulations used or introduced by the author; study the references and citation, decide on author's awareness of contemporary papers concerning this problem; make remarks and/or give recommendations on revising the paper.
6. Upon finishing the reviewing, the reviewer is expected to give recommendations on further actions (every decision shall be reasoned):
- to accept the paper in its present state;
- to invite the author to revise the paper and then accept the paper if all the reviewer's recommendations are implemented;
- to state that the final decision shall be reached after reviewing by another specialist;
- to reject the manuscript.
8. If the authors refuse to revise the manuscript, they shall inform The Editorial Board, verbally or in writing, that they refuse to publish the paper. In case the authors fail to do so within 1 month since receiving a copy of the initial review, the editorial board takes the manuscript off the register and notifies the author accordingly.
9. If the authors and reviewers step into insoluble contradictions regarding the manuscript, the Editorial Board may submit the manuscript for further reviewing. The Editor in Chief shall resolve the conflict by his own authority at the Editorial Board meeting.
10. The Editorial Board reaches the final decision to reject a manuscript on the meeting, according to the reviewers' recommendations. The Board shall not accept previously rejected manuscripts for further reviewing. The authors shall be informed on the rejection via email.
11. Upon the decision to accept the manuscript for publishing, the Editorial Board shall inform the authors via email with specification of the publication date.
12. A positive review shall not guarantee the acceptance. The final decision in all cases is made by the Editorial Board. The Editor in Chief makes the final decision in any conflict.
13. Original reviews shall be retained by the Editorial Board for 5 years since the publication date and shall be provided, upon request, to the Ministry of Education of the Russian Federation.
Indexation
Articles in International Trade and Trade Policy are indexed by several systems:
- Russian Scientific Citation Index (RSCI) – a database, accumulating information on papers by Russian scientists, published in native and foreign titles. The RSCI project is under development since 2005 by “Electronic Scientific Library” foundation (elibrary.ru).
- Google Scholar is a freely accessible web search engine that indexes the full text of scholarly literature across an array of publishing formats and disciplines. The Google Scholar index includes most peer-reviewed online journals of Europe and America's largest scholarly publishers, plus scholarly books and other non-peer reviewed journals.

Publishing Ethics
These Publication Ethics are based on materials provided by the Elsevier publishing house and guidelines stipulated by the Committee on Publication Ethics (COPE).
1. Introduction
1.1. Publishing in peer-reviewed scientific journals is not just a simple way to translate expertise but a large contribution to development of the scientific field. Thus, it is crucial to set standards of expected ethical behavior to be followed by all parties involved in the act of publishing, namely: Authors, Editors, Reviewers, Publisher, and Scientific Community for International Trade and Trade Policy.
1.2. Publisher has a supporting, investing and nurturing role in the scholarly communication process but is also ultimately responsible for ensuring that best practice is followed in its publications.
1.3. The Publisher undertakes to strictly supervise scientific works. Our journal programs record «the minutes of science» and we recognize our responsibilities as the keeper of those «minutes» in all our policies, not least the ethical guidelines that we have set forth herein.
2. Responsibilities of Editors
2.1. Decision for publication
The Editor of International Trade and Trade Policy shall be solely and independently responsible for deciding which of the articles submitted to the journal should be published, often working in conjunction with the relevant Scientific Community. The validation of the work and its importance to researchers and readers shall always underwrite such resolutions. The Editor may be guided by the policies of the International Trade and Trade Policy Editorial Board, being constrained by the appropriate legal requirements regarding libel, copyright infringement, and plagiarism.
The Editor may consult with other editors and/or reviewers (or Scientific Community officers) when making the decision.
2.2. Decency
The Editor shall evaluate the knowledge content of manuscripts regardless of race, gender, sexual orientation, religious commitments, ethnic origin, citizenship, or political philosophy of the Authors.
2.3. Privacy
The Editor and Editorial Board of International Trade and Trade Policy shall not disclose, unless necessary, any information on the submitted manuscript to anyone other than the Authors, Reviewers, potential Reviewers, other scientific consultants, and the Publisher.
2.4. Disclosure and Conflicts of Interest
2.4.1. Unpublished materials contained in submitted manuscripts shall not be used in research without the prior written consent of the Author. Privileged information or ideas obtained through peer review and related to possible benefits, shall be kept confidential and not used for personal purposes.
2.4.2. The Editors shall refuse to examine a manuscript (i.e. they shall ask a Co-Editor, Associate Editor, or other Editorial Board member to review and make the decision for publication) in case of a conflict of interest resulting from competitive, collaborative, or other relationships or connections with any of the Authors, companies, or (possibly), institutions related to the manuscript.
2.5. Supervision of publications
The Editor who provided convincing evidence of erroneous substance or conclusions of the manuscript, shall report to the Publisher and/or the relevant Scientific Community. Such measures shall include contacting the Author and informing thereof on changes, rejection, concern, or other appropriate claims.
2.6. Involvement and cooperation
In cooperation with the Publisher and/or the Scientific Community, the Editor shall take relevant responsive measures in case of ethical complaints concerning a submitted manuscript or published paper. Such measures shall generally include contacting the Authors and providing the substantiation of the complaint/claim, but may also imply interacting with the relevant organizations and research centers.
3. Responsibilities of Reviewers
3.1. Contribution to Editorial decisions
Peer review helps the Editor in making decisions for publication, while communication with the Authors may help them improve the quality of manuscripts. Peer review is an essential component of formal scholarly communication, being at the heart of the scientific method. The Publisher shares the view of many that all scientists who wish to contribute to publications have an obligation to do a fair share of reviewing.
3.2. Promptness
Any selected Reviewer who feels unqualified to review a manuscript or knows that its prompt review will be impossible, shall notify the International Trade and Trade Policy Editor and refuse to proceed the review process.
3.3. Privacy
Any manuscripts submitted for review shall be treated as confidential documents. They shall not be shown to or discussed with others except as authorized by the Editor.
3.4. Requirements and objectivity
Any reviewing process shall be carried out impartially. Personal criticism of the Author is inappropriate. The Reviewers shall express their views clearly and with reason.
3.5. Acknowledgment of sources
The Reviewers shall identify relevant published papers that have not been cited by the Authors and not included in the References. Any statement (e.g. observation, derivation, or argument) that had been published before shall be properly cited in References. The Reviewer shall also call to the Editor’s attention any substantial similarity or match between the reviewed manuscript and any other published paper that is within the Reviewer's scientific competence.
3.6. Disclosure and Conflicts of Interest
3.6.1. Unpublished materials contained in submitted manuscripts shall not be used in research without the prior written consent of the Author. Privileged information or ideas obtained through peer-review and related to possible benefits, shall be kept confidential and not used for personal purposes.
3.6.2. The Reviewers shall not participate in reviewing manuscripts in case of a conflict of interest resulting from competitive, collaborative, or other relationships or connections with any of the Authors, companies, or (possibly), institutions related to the manuscript.
4. Responsibilities of Authors
4.1. Manuscript requirements
4.1.1. The Authors of reports of original research shall submit consistent results and objective discussion of its significance. The underlying daya shall be accurately represented in the manuscript. The manuscript shall contain sufficient details and references for possible further use by others. Knowingly inaccurate or false statements are considered unethical and inappropriate.
4.1.2. Reviews and scientific publications shall also be accurate and objective. The Editorial Board's view shall be clearly expressed.
4.2. Data access and retention
The Authors may be asked to provide the raw data related to the manuscript, for Editorial review. The Authors shall be ready to provide public access to such data (consistent with the ALPSP-STM Statement on Data and Databases), if possible, and shall be anyway ready to retain such data for a reasonable time after publication.
4.3. Originality and plagiarism
4.3.1. The Authors shall make sure they submit the original manuscript; if the Authors have used papers and/or statements of others, this shall be appropriately cited or quoted.
4.3.2. Plagiarism may take any form — from submitting other's paper as the original manuscript to copying or restating significant parts of others' papers with no acknowledgment or to claiming results of others' studies. In any form, plagiarism is considered unethical and inappropriate.
4.4. Multiple, redundant, or concurrent publication
4.4.1. Generally, the Author shall not submit manuscripts (as original papers) essentially devoted to the same study, in more than one journal. Concurrent submission of the same manuscript to more than one journal is considered unethical and inappropriate.
4.4.2. Generally, the Author shall not submit any manuscript that had been published before, to any other journal.
4.4.3. Submission of some kinds of articles (e.g. clinical guidelines, translations) to more than one journal may be ethically compliant provided that the certain conditions are fulfilled. The Authors and Editors of the concerned journals shall agree to secondary publication which shall reflect the same data and interpretation of the primary paper.
The primary paper's bibliography shall be presented in the secondary publication.
4.5. Acknowledgment of sources
Proper acknowledgment of the papers of others shall always be given. Authors should cite publications that contributed to preparation of the manuscript they submit. Information obtained privately (e.g. in conversation, correspondence, or discussion with third parties), shall not be used or reported without explicit written consent of the person who had provided such information. Information obtained from confidential sources (e.g. reviewing or grant applications), shall not be used without the explicit written permission of the Authors of the papers related to such confidential sources.
4.6. Authorship
4.6.1. Authorship shall be limited to those who have made a significant contribution to the conception, design, execution, or interpretation of the submitted manuscript. All those who have made significant contributions shall be listed as Co-Authors. If research participants have significantly contributed to any aspect of a study, they shall be acknolwedged or listed as contributors.
4.6.2. The Author shall make sure that all appropriate Co-Authors and no inappropriate Co-Authors are listed, and that all Co-Authors have seen and approved the final version of the paper and have agreed to its submission for publication.
4.7. Disclosure and Conflicts of Interest
4.7.1. All Authors shall disclose financial or any other conflicts of interest that may be considered affecting the results or conclusions of the manuscript.
4.7.2. Examples of potential conflicts of interest that are subject to disclosure include employment, consultancies, stock ownership, honor payments, expert findings, patent applications/registrations, and grants or other funding. Potential conflicts of interest should be disclosed as early as possible.
4.9. Significant errors in published papers
When the Author discovers a significant error or inaccuracy in a published paper, it is the Author’s obligation to promptly notify the International Trade and Trade Policy Editor and cooperate with the Publisher to retract or correct the paper. If the Editor or the Publisher are informed by a third party that the published paper contains significant errors, it is the Author's obligation to promptly retract or correct the paper.
5. Responsibilities of the Publisher
5.1. The Publisher shall adopt policies and procedures that support fulfillment of ethic responsibilities by the Editors, Reviewers and Authors of International Trade and Trade Policy, in compliance with these requirements. The Publisher shall make sure that the potential advertising or reprint production revenue had not affected the decision of the Editors.
5.2. The Publisher shall support International Trade and Trade Policy Editors in reviewing complaints concerning ethical issues of published papers and facilitate interaction with other journals and/or Publishers, if this may facilitate fulfillment of the Editor's responsibilities.
5.3. The Publisher shall contribute to adoption of the appropriate rules of research practice and implement industrial standards for the purpose of improving ethical guidelines, retraction and correction procedures.
5.4. The Publisher shall provide appropriate specialized legal review and counsel if necessary.Founder

Author fees
Publication in the journal is free of charge for any Author.
The journal has no article processing charges.

Plagiarism detection
The International Trade and Trade Policy Editorial Board uses Antiplagiat to screen the submissions. If plagiarism is identified, the COPE guidelines on plagiarism shall be followed.
Preprint and postprint Policy
As part of submission process, Authors are required to confirm that the submission has not been previously published, nor has been submitted. After publishing the manuscript in International Trade and Trade Policy, we suggest that the link to the article on journal's website is used when the article is shared on personal or public websites.
Only those manuscripts shall be submitted that had not been published by the Authors on personal or public websites, nor related to other publishers.
