Статья посвящена анализу взаимосвязи между динамичной цифровизацией и ростом киберугроз в Западной Африке на примере Ганы. Проведенный анализ позволяет сделать вывод о том, что стремительный рост мобильного Интернета и финтеха, с одной стороны, стимулирует экономическое развитие в странах Африки, а с другой – создает благоприятную почву для киберпреступности. Низкий уровень цифровой грамотности, слабая нормативно-правовая база и нехватка квалифицированных кадров усугубляют ситуацию и свидетельствуют о необходимости изменения политики стран Западной Африки в области кибербезопасности. Особое внимание в работе уделено опыту Ганы, демонстрирующей образцовый подход к построению национальной системы кибербезопасности. Стратегия Ганы включает создание централизованной архитектуры управления, развитие законодательства, ратификацию ключевых международных конвенций, реализацию программ повышения киберграмотности населения и активное международное сотрудничество. На основании опыта Ганы можно сделать вывод о том, что комплексный и системный подход, сочетающий целенаправленную государственную политику с международной поддержкой, позволяет эффективно противостоять киберугрозам при ограниченных ресурсах.

This article analyzes the relationship between dynamic digitalization and the growing cyber threats in West Africa, using Ghana as a case study. The conducted analysis concludes that the rapid growth of mobile internet and fintech, on one hand, stimulates economic development in African countries, and on the other, creates a fertile ground for cybercrime. Low levels of digital literacy, a weak regulatory framework, and a shortage of qualified personnel exacerbate the situation and highlight the need for a shift in the cybersecurity policies of West African countries. Particular attention is paid to the experience of Ghana, which demonstrates a model approach to building a national cybersecurity system. Ghana's strategy includes creating a centralized governance architecture, developing legislation, ratifying key international conventions, implementing public cyber literacy programs, and active international cooperation. The experience of Ghana leads to the conclusion that a comprehensive and systematic approach, combining targeted government policy with international support, makes it possible to effectively counter cyber threats even with limited resources.
