   Ускорение темпов научно-технического прогресса обострило конкуренцию государств и национальных экономических агентов в области технологического развития. Выигрывают в этой конкуренции государства и компании, которые могут предложить нововведения радикального характера и высокой технической сложности. В статье рассматриваются теоретические подходы к пониманию радикальных и трансформативных инноваций, инновационная государственная политика, направленная на стимулирование радикальных технологических нововведений на примере ФРГ, стратегические установки, определяющие эту политику, и практические инструменты, направленные на ее реализацию. Анализируются контекст и предпосылки современной инновационной политики властей ФРГ, описываются практические инструменты и проблемные места активности правительства Германии в отношении инноваций. Особое внимание уделено работе руководства ФРГ над всесторонним содействием появлению и внедрению трансформативных инноваций, призванных перевести развитие Германии и Европы в целом на рельсы устойчивого развития. Обобщены примеры радикальных инноваций, созданных частными немецкими компаниями при активном содействии правительства Германии.

   The acceleration of the pace of scientific and technological progress has intensified the competition between states and national economic agents in the field of technological development. To win this competition can states and companies that offer radical innovations and high-tech products. The article discusses theoretical approaches to understanding of the terms radical and transformative innovations. Particular attention is given to innovative German state policy aimed at stimulating radical technological innovations, strategic guidelines that determine this policy, and practical tools aimed at its implementation. Particular attention is paid to the governmental support measures in regard emergence and diffusion of transformative innovations designed to bring Germany and Europe on the track of sustainable development. The article gives examples of radical innovations created by German companies with active support from the Government.
