В статье исследуется динамика социально-экономических, в том числе внешнеторговых показателей стран Северной Африки – Алжира, Марокко, Мавритании, Ливии, Судана и Туниса. Цель статьи – не только проанализировать эту динамику, но и выявить роль цифровизации в этих процессах, включая торговлю. Автор обосновывает ту точку зрения, что экономические системы стран Северной Африки достаточно глубоко встроены в мирохозяйственные процессы, зависят от них и испытывают на себе в последние 5 лет весьма негативное и разностороннее влияние. В результате этого социально-экономическая динамика изменялась в целом неоднозначно и неустойчиво. В то же время цифровизация, как одно из направлений внешнего воздействия, также оказалась и востребованной, и имплементирующейся в экономические системы этих стран, хотя – в настоящее время – и с неоднозначными успехами. В частности, имеет место рост внешней торговли этих стран в цифровом сегменте, активизация международного сотрудничества в цифровой сфере, в том числе с крупнейшими цифровыми державами, например с Китаем. Поскольку цифровизация, как глобальный мегатренд, актуализировалась для этих стран, они декларируют свое стремление к наращиванию цифрового сегмента национальной экономики и внешней торговли, в том числе в рамках разрабатываемых и принимаемых стратегий и программ цифрового развития. Автор полагает, что у стран Северной Африки, при весьма дифференцированном уровне социально-экономического и цифрового развития, уже присутствуют определенные возможности цифрового развития, необходимость такого развития и создание цифрового потенциала. Однако, на наш взгляд, у стран региона отсутствует в настоящий момент стратегическое понимание конкретных отраслевых задач в сфере цифровизации. Важно усиление присутствия России в цифровом сегменте региона, особенно в ключевых сегментах экономики. По мнению автора, предпосылки для усиления сотрудничества в этом сегменте реально существуют, в частности, они предопределяются как достаточно активной цифровизацией в России, так и ростом российско-североафриканской торговли в товарном сегменте и в сфере услуг на основе роста заинтересованности сторон в дальнейшем развитии двустороннего сотрудничества с учетом роста глобальной неопределенности.

The author believes that the countries of North Africa, with a much differentiated level of socio- economic and digital development, already have certain opportunities for digital development, the need for such development and the creation of digital potential, including in the field of digital trade. However, in our opinion, the countries of the region currently lack a strategic understanding of specific industry tasks in the field of digitalization. It is important to strengthen the presence of the Russian Federation in the digital segment of the region, especially in key segments of the economy. According to the author, the prerequisites for strengthening cooperation in this segment really exist, in particular, they are predetermined by both a fairly active digitalization in the Russian Federation and the growth of Russian-North African trade in the commodity segment and in the service sector based on the growing interest of the parties in the further development of bilateral cooperation, taking into account the growth of global uncertainty.
