Байдена связывают определенные ожидания смягчения протекционистских мер,  иных ограничений  в  торгово-экономическом  взаимодействии  Соединенных  Штатов  с  другими странами. Меры по борьбе с «недобросовестными практиками», в том числе с нарушениями прав  интеллектуальной  собственности,  условиями  трансферта  американских  технологий иностранным компаниям остаются в фокусе политики Соединенных Штатов. Применение Соединенными Штатами торговых ограничений в конце второго десятилетия затронуло не только  значительную  часть  товарного  импорта,  но  и  проявилось  в  усилении  экспортного контроля. Накопленный объем повышенных тарифов в сочетании с новыми элементами экспортного контроля США могут оказывать сдерживающее влияние на развитие международной торговли, восстановление экономического роста. Вступление в силу (в 2020 г.) Закона о реформе экспортного контроля в Соединенных Штатах стало основой для нового этапа ограничительных практик, охватывающих экспорт, реэкспорт продукции и технологий из Соединенных Штатов, с целью предотвращения доступа к новейшим американским технологиям, которые могли бы быть использованы в других странах. Совершенствование системы экспортного контроля, иных ограничений рассматривается в Соединенных Штатах как инструмент обеспечения национальной безопасности, укрепления своих позиций в мире и торможения развития соперников.</p></abstract><trans-abstract xml:lang="en"><p>The paper describes factors that lead to the United States trade restrictions, particularly export control at the end of the second decade; the challenges of the United States policy, prospects for international  trade  relations.  World  trade  is  expected  to  grow  this  year  after  reducing  in  the previous one. The outlook for trade development remains with a large degree of uncertainty due to economic, financial risks, effects of struggle against pandemia; national policies. The US trade restriction policies are  in focus.
