Развитие шеринговой экономики повлияло на изменение рынка пассажирских перевозок, так как появились цифровые платформы для оказания услуг такси. Например, значительную роль на рынке играет компания Uber Technologies, занявшая в 2017 г. первое место в топ-10 стартапов шеринговой экономики. В России к 2022 г. прогнозируется рост агрегаторов такси до 65% всего рынка такси. В настоящее время существует множество проблем, возникающих в связи с регулированием цифровых платформ такси. Организация экономического сотрудничества и развития совместно с Международным транспортным форумом проводят исследования правоприменительной практики стран в отношении регулирования цифровых платформ такси, в частности, изучаются такие проблемы, как регулирование цифровой платформы по перевозке пассажиров и багажа легковым такси (агрегаторов такси) в качестве обычной цифровой платформы или поставщика транспортных услуг; лицензирование платформ такси, контроль за получением водителем разрешения на осуществление пассажирских перевозок; обеспечение безопасности транспортного средства; контроль за водителями; обеспечение качества услуг; страхование перевозок и др.

The development of the sharing economy has affected the change in the passenger transportation market, as online platforms for taxi services have appeared. For example, Uber Technologies plays a significant role in the market, which in 2017 won first place in the top 10 startups of the sharing economy. Currently, there are many problems that arise with the regulation of online taxi platforms. The Organization for Economic Co-operation and Development, together with the International Transport Forum, is conducting a study of the law enforcement practices of countries regarding the regulation of online taxi platforms (or taxi aggregators), in particular, the problems of deploying the online platform for the transport of passengers and baggage by passenger taxi as a regular online platform or as a transport provider, and licensing problems for such online platforms, problems of control over obtaining permission directly by the driver, problems of vehicle safety of control over the drivers, ensure quality of service, traffic security problems and etc.
