В статье рассмотрены изменения во внешнеторговой политике США в начале президентства Д. Трампа, когда, согласно предвыборным обещаниям «Америка прежде всего», акцент был сделан на политике защиты внутреннего рынка от иностранной конкуренции, введении ограничений на импорт продукции. В период президентской кампании Д. Трамп после прихода к власти обещал ответить на «недобросовестные» методы торговли экспортеров из других стран, прежде всего из Китая. Начало второго года Трампа в Белом доме отмечено введением пошлин на солнечные панели, стиральные машины, а затем на сталь, алюминий. Введение ограничений на импорт вызвало волну протестов со стороны поставщиков продукции на американский рынок, что создало трудности не только для экспортеров продукции на американский рынок, но и для потребителей в США, а также для экспортеров продукции из Соединенных Штатов, которые могут испытать на себе ответные меры других стран. Однако опросы общественного мнения показывают, что лишь каждый четвертый респондент видит угрозу со стороны импорта; при этом по-прежнему остается высоким уровень приверженности внешней торговле, создающей возможности для роста.

The article considers the changes in US foreign trade policy at the beginning of the Trump’s presidency. Exporting is a critical component for the long-term growth and the U.S. economy overall, and supporting millions of jobs in US. Though D. Trump campaigned for president as a protectionist, there was no such steps the first year of his presidency. But his second year in the White House began with announcing new tariffs on solar panels, washing machines, then on steel, aluminium. As concerning steel products, the United States being the world’s largest steel importer have persistent trade deficit.The US trade law allows the president to limit imports in case if domestic industries are threatened, against unfair foreign trade practices for a period of time, but such measures were not frequent in US practice. Meanwhile new protectionist measures are debated. Trump’s policy is being opposed not only by trade partners of the US, but in the US as well, by those who argue that protectionist measures will complicate international relationships.
