Проблема бедности даже в развитых странах остается актуальной и особенно острой для отдельных категорий населения. Преимущества глобализации, экономического роста зачастую не касаются тех, кто находится за чертой бедности, а государственные меры поддержки нуждающихся далеко не всегда решают поставленные задачи. Особого внимания требуют меры по снижению бедности среди работающего населения, уровень которой, рассчитанный по методологии ОЭСР, во многих странах, в том числе и в США, измеряется двузначными показателями. Выделены факторы, затрудняющие снижение числа работающих бедных, в том числе трудности устройства на работу с оплатой выше черты бедности лиц с низким уровнем образования, после длительных периодов безработицы, а также распространение частичной занятости с соответствующей оплатой труда. В фокусе внимания – сравнение уровней бедности по странам по методике ОЭСР, согласно которой показатели бедности в США оказываются значительно выше в сравнении с другими странами; а неравенство среди низкодоходных категорий населения усиливается.</p></abstract><trans-abstract xml:lang="en"><p>The progress in reducing the level of poverty after the global crisis lacked behind the process of improving economic indicators in some countries and there are countries where the level of poverty even increased. The paper highlights gaps in poverty levels among different groups of population according to age, gender, and education. It examines poverty trends in US and other OECD countries, covering changes from the global crisis period; the approaches to determining poverty line, including official and supplemental poverty measure which in addition to government cash benefits takes into account non-cash benefits and taxes. Working poor, whose income remains under poverty line, while they are working, are of special attention. Among the main factors that can lower a worker’s ability to earn an income above the poverty threshold – low level of education, long periods of unemployment, part-time employment.
